The client is seeking a Vice President of Expansion to build and lead a state expansion strategy for a legislative technology fellowship initiative. This new role will serve as the architect and primary driver of efforts to bring tech fellowship programs to state legislatures and create ecosystem infrastructure that supports sustainability and impact. The Vice President of Expansion reports to the Executive Director and will balance independent execution with close collaboration across the team.
Key responsibilities include owning the state partner recruitment strategy by identifying, cultivating, and closing partnerships with state-based organizations capable of running legislative tech fellowships, building a pipeline from initial outreach through program launch, and representing the program at relevant legislative technology, civic tech, and state policy convenings. The role will guide recruited partners to design and launch programs by leveraging the organization’s prior model-building experience, creating reusable “fellowship in a box” resources such as templates, toolkits, onboarding materials, and best practices, and providing hands-on support to early pilot programs. The Vice President of Expansion will also design and manage a Legislative Innovation Fellowship Accelerator, including infrastructure for a structured curriculum, peer learning, shared tools, and regular convenings, with an emphasis on placing fellows with legislative members and navigating state political and institutional dynamics.
Additional responsibilities include building relationships with state legislators and legislative stakeholders to create demand for fellowships, stewarding a re-grant funding mechanism through development and management of a cost-share model with aligned national funders, and tracking, documenting, and sharing program impact by developing evaluation frameworks and a research agenda. The Vice President of Expansion will contribute to broader strategy and leadership as a thought partner to the Executive Director on long-term expansion, including potential programs for state Attorneys General offices and longer-term international legislative bodies, while also supporting fellow recruitment, board presentations, and team activities.
