Description

The client is establishing and operating a development corporation focused on unlocking investment and addressing constraints to support long-term growth in Greater Cambridge, including housing, transport and mobility, and water scarcity. This senior leadership role will support the establishment and early operation of the corporation, with the primary focus on transport-related strategy, infrastructure investment, and the development of strategic partnerships needed to deliver major development opportunities.

The role reports to the Deputy CEO and leads all transport-related activity. It is expected to shape long-term transport solutions aligned with regional strategies and ensure transport planning is integrated with spatial growth, including the assessment and progression of mass rapid transit options. Early priorities emphasize securing strategic buy-in across central government and local partners and designing an effective delivery model; the role focuses on shaping strategy, evaluating delivery approaches, and establishing credibility around what strong delivery looks like, rather than managing capital programmes day to day.

The client anticipates building and leading a transport function as the organization evolves, with an initial team of 2 to 5 direct reports. The role will act as an intelligent client for external consultants and oversee work to progress options through feasibility, business case, and delivery planning, with initial responsibility for an indicative budget of around £1m. It will be highly partnership-facing with a range of stakeholders, including local transport and highways authorities, combined authority and local government leaders and officers, businesses, universities, landowners and developers, and colleagues across relevant parts of government, including briefing senior decision-makers where required.
