In this position, you will lead delivery of a large-scale capital programme spanning highways and active travel, public transport, economic growth, connectivity, and climate change initiatives. You will manage programme performance, governance, reporting, and board-level decision-making processes, engaging with senior executive stakeholders, governance boards, and delivery teams to drive progress and resolve risks and issues. Strong financial control, value for money, and compliance across all programme activity will be expected, as well as leadership of multi-disciplinary delivery teams and external partners to achieve programme objectives.
To be considered, you should have a proven track record delivering large, complex infrastructure or transport programmes, including experience managing high-value capital portfolios within public sector or similarly regulated environments. You should bring strong capability in governance, stakeholder management, and board-level reporting, along with commercial awareness covering budget management, procurement, and contract oversight. The role also expects confident communication and experience engaging senior leaders and elected stakeholders, with degree-level education in a relevant subject or equivalent professional experience and demonstrated knowledge of business case development and project management disciplines.
