The client is seeking a Director for Public-Private Partnerships and Joint Ventures to define and maintain the overall PPP/JV strategy, align growth, capital allocation, and risk, and ensure consistent operating practices, governance, and adoption across regions and functions. The role covers end-to-end ownership of the business from market scanning and pipeline development to transaction execution, including aligning go/no-go decisions and mobilizing bid teams early.
The position will lead the full transaction lifecycle, from RFI/RFP through financial and commercial closing, structuring deals and consortiums, allocating risks, and ensuring bankability. Responsibilities include overseeing financial models and valuation scenarios, negotiating key agreements (such as PPP/concession, shareholders’ agreements, EPC, O&M, interface arrangements, and financing terms), coordinating external advisors and capital providers, preparing and presenting investment committee and board materials, securing financing and guarantees through closing conditions, and managing post-agreement obligations such as claims, responsibilities, guarantees, and step-in provisions.
The Director will also shape financing and capital partner strategies, manage high-level relationships with lenders and equity partners, and support governance through board-level representation and performance oversight in relevant joint venture structures. The role includes driving value creation after closing (such as optimization, refinancing, dividends, and exit readiness), conducting portfolio reviews to recommend hold/grow/exit actions, supporting divestments, and leading a PPP/JV center of excellence by developing playbooks and standards, coaching senior talent, and promoting best practices and influence with public authorities, operators, funds, and institutional stakeholders.
