Description

Serve as the statutory Compliance Principal with sign-off authority for compliance matters relating to AML/CFT, sanctions, FX and cross-border RMB for a licensed non-bank payment institution operating in China. Lead the end-to-end China compliance program, translating global compliance expectations into China-specific policies, and owning the full policy lifecycle from drafting and socialization through training, testing, and continuous iteration.

Build and lead a high-performing compliance team across key functions including KYC, transaction monitoring, suspicious-transaction reporting, and regulatory inspection readiness. Own regulatory engagement by managing a relationship calendar with relevant regulators and industry stakeholders, converting supervisory concerns into internal objectives and tracking progress to closure. Drive external audit and regulatory examination processes from scoping through final remediation, ensuring findings are assigned owners and deadlines.

Set compliance requirements for new products, geographies, and customer segments, including the delivery of quantified risk mapping and mitigants. Use data and technology to evolve monitoring models and controls to support earlier detection and prevention across AML, sanctions, fraud, and KYC activities, typically shifting from post-alert to pre-alert approaches. Qualifications include a bachelor’s degree and eligibility (or current appointment) as Head of Compliance for a licensed non-bank payment institution in China, with extensive financial-services compliance/risk experience, demonstrated experience with China regulatory frameworks for non-bank payments and cross-border RMB, a compliance leadership track record within a licensed Chinese payment institution, and a preference for CAMS or an equivalent certification, along with bilingual proficiency in Mandarin and English.
