Description

The client is seeking an outstanding senior leader to join its Adult & Wellbeing Directorate as Director of Quality and Safeguarding. This pivotal role shapes the strategic direction of safeguarding and quality assurance across the client, ensuring adults and carers are protected from harm and that services consistently deliver high standards of practice. Working closely with the Corporate Director, the Director will ensure safeguarding remains a council-wide priority through clear, effective policies, strong multi-agency arrangements, and a culture that promotes professional curiosity, accountability, and learning.

The Director will lead the development of a robust and consistent safeguarding approach across the directorate, ensuring systems, processes, and day-to-day practice reflect best practice and support excellent outcomes for residents. They will oversee assurance and quality frameworks, embedding learning from audits, resident feedback, and serious incidents, and ensuring the workforce has the skills, confidence, and support needed to deliver high-quality, person-centred services. The role also carries strategic responsibility for readiness for the Care Quality Commission’s new assurance regime, ensuring policies, procedures, and practice standards reflect regulatory requirements and that the organization is well-prepared for inspection.

As a key member of the Directorate Leadership Team, the Director provides visible, values-driven leadership, modelling the behaviours and culture expected across the organization. They will collaborate with elected members, senior officers, external partners, and wider system leaders to drive improvement and strengthen professional practice, and will support delivery of the Improving Lives Everyday transformation programme. The Director will deputise for the Corporate Director when required, and the role is suited to an inspiring, forward-thinking leader with deep understanding of safeguarding, quality assurance, and adult social care, strong partnership skills, and the ability to influence and drive change across complex systems.
