the client is seeking a strategic, experienced procurement leader to serve as Director of Procurement Services. Reporting to the Vice Chancellor for Business and Finance, the Director will lead a structured, compliance-driven procurement operation within the procurement guidelines and regulatory environment governing the client. The role includes overseeing a team of procurement professionals and directly managing complex, high-value procurements to ensure adherence to State purchasing guidelines, delegated authority requirements, and institutional policy.
The Director will advance customer-focused procurement practices that maximize institutional resources, promote fair and open competition, mitigate risk, and serve as a trusted partner to campus stakeholders. As a hands-on and strategic leader, the Director will balance service orientation with regulatory compliance, provide sound judgment and credibility when advising senior administrators, and build strong relationships with internal stakeholders, suppliers, and external agencies. The position emphasizes a process-driven mindset to modernize procurement operations while maintaining strong controls and strengthening training and system alignment to support evolving needs.
This role focuses on evolving procurement into a more integrated procure-to-pay (P2P) model by strengthening alignment between procurement and disbursement functions and improving end-to-end process visibility. Responsibilities may include streamlining workflows, strengthening systems usage, and improving operational consistency across the full lifecycle of purchasing and payment activities. The Director will seek opportunities to improve procurement outcomes, enhance purchasing efficiency, and increase return on spend within defined constraints, including optimization of procurement card usage and rebate opportunities, while ensuring strict compliance with policy and procedure. The ideal candidate will have a bachelor’s degree in a related field and five to seven years of progressively responsible experience in public-sector purchasing or procurement, including supervisory or management experience and demonstrated ability to interpret and apply relevant statutes, administrative code, and procurement policies.
