The client is a philanthropy focused on advancing human potential and opportunity through global health and inclusive development. It works across multiple countries and organizes its health efforts around reducing preventable disease burden, strengthening health systems, and enabling thriving communities, including work spanning communicable and non-communicable diseases, health infrastructure, the health workforce, maternal and child health, assistive technology, and access to quality healthcare.
The client is seeking a Director of Monitoring, Evaluation and Learning to build and lead its MEL function and establish how the organization measures results, demonstrates accountability, and learns. Reporting to the Chief Strategy Officer, the Director will develop and manage the institutional results framework and KPIs, define proportionate reporting and data standards, assure indicator quality prior to investment approval, lead performance analysis, evidence validation, and evaluation, and translate findings into practical recommendations for funding, partnerships, and strategic decisions. The role partners across the organization’s health and inclusive-development portfolio, working with Programs and Infrastructure across the investment lifecycle while maintaining sufficient independence to report evidence transparently.
Key responsibilities include developing and refining the institutional results framework, theories of change, and KPI architecture; defining indicator protocols, contribution and attribution approaches, disaggregation requirements, and data sources so results can be aggregated without obscuring meaningful differences; and aligning institutional priorities and planning tools with the results framework to support resource-allocation decisions. The Director will integrate proportionate MEL into opportunity assessment, theories of change, investment cases, implementation models, and budgets; co-design program- and asset-specific indicators, baselines, targets, data-collection plans, learning questions, and evaluation requirements; review MEL adequacy before proposals are submitted for approval; assess the strength of the evidence base for proposed and ongoing investments; and ensure partner and grant frameworks contain clear and feasible MEL requirements.
