Description

The client is seeking an experienced, people-focused leader to serve as Director of Emergency Measures & Fire Services. In this senior role, the director provides strategic leadership and oversight for municipal emergency management and fire services, ensuring effective emergency preparedness, operational readiness, and incident command. the director leads the administration of the fire department, including management of full-time unionized fire truck drivers (pump operators), and provides managerial support for volunteer fire service operations, with the volunteer Fire Chief reporting to the director.

Key responsibilities include developing and implementing operating policies and procedures, training expectations, and safety protocols aligned with industry standards and best practices. the director plans and supports emergency preparedness activities across areas such as prevention, public education, training, business continuity, and operational readiness of personnel, apparatus, equipment, facilities, and communications systems. the director also collaborates with internal leaders and external stakeholders to support governance and informed decision-making related to emergency management and public safety.

The director leads administration of emergency measures and fire services, including policies, procedures, service agreements, records, reporting, and legislative compliance. responsibilities include developing and maintaining emergency management plans, fire service operational plans, continuity plans, mutual aid agreements, and evacuation protocols; conducting hazard, risk, and vulnerability assessments and recommending mitigation strategies; and leading public education and awareness initiatives. the role further includes budget preparation and administration for operating and capital needs, procurement oversight, personnel management (including recruitment, scheduling, training, labour relations, performance management, discipline, and succession planning), ensuring readiness for emergency support functions, providing senior leadership during emergencies, supporting activation and management of the emergency operations centre, and leading incident command activities when required.
