Description

The client is seeking a Director, Operational Policy & Market Operations to serve as a critical executive leadership member of the Executive Team, initially reporting to the CEO. This role will shape the operational rules, systems, and services required to run an electricity market and to support reliable, transparent, and fair system operations. The director will design and oversee operational policy, market rules, market services, and settlement processes that govern day-to-day market functioning.

Key responsibilities include leading the creation and continuous improvement of operational policies, market rules, and market manuals, including establishing structured processes for rule development, consultation, approvals, and change management. The director will also develop participant requirements and administrative frameworks for market participation, design market services to support system reliability and future market evolution, and adapt market arrangements as renewable penetration increases. In addition, the role will oversee settlement and market administration, including settlement charge types, calculation methods, reconciliations, dispute management, and ensuring settlement systems are accurate, auditable, timely, and supported by strong internal controls.

The director will establish transparent market data publication and reporting practices, including governance frameworks that support integrity, confidentiality, and public transparency. This includes building compliance, enforcement, and market integrity frameworks tied to market rules and operational policies, supporting investigations and escalation processes, and working with legal and regulatory functions to ensure clarity and enforceability. The role also includes leading stakeholder engagement with government, regulators, utilities, market participants, and customers through consultations and technical forums, representing the client as a senior spokesperson on market design, policy, and operational matters, and recruiting and developing a team responsible for policy, market services, and administration.
