Description

The client seeks a Chief Operating Officer (COO) who will partner with ownership, executive peers, and operations staff to lead day-to-day execution and help scale a self-performing ecological and resilience construction operation. The COO will optimize systems and utilization, manage operations through growth cycles, and support project teams to strengthen bid-to-delivery performance, enabling the CEO/Owner to focus on vision, client relationships, and growth.

Key responsibilities include leading end-to-end estimating and pre-construction activities, such as modernizing estimating practices, standardizing bidding SOPs to reduce variation, managing the bid process from bid packs through reviews and on-time submission, and overseeing or expanding estimating and prequalification staffing as needs grow. The role also includes operations management for contracts and delivery, including contract review, pre-construction support, submittals, change order management, claims and resolutions, and closeout; leading weekly scheduling and resource allocation with field leadership; partnering to ensure execution, schedule adherence, and field productivity; and owning safety practices in collaboration with the General Superintendent.

In addition, the COO will implement and improve processes and business systems that support field data capture, job costing, production review, and management reporting, while developing and enforcing SOPs across operations, estimating, and project controls through audits and continuous improvement. The COO will partner with HR to build training pathways, define role responsibilities, establish mentoring, and integrate onboarding, including competency matrices that support progression; support business development through Go/No-Go and proposal review involvement and representation in strategic opportunities; and own operational KPIs and monthly performance reviews, including safety, financial performance, and bid performance. The COO will also provide strategic C-suite leadership on operating model, organizational design, annual planning alignment, and policy initiatives that enable growth while preserving an entrepreneurial culture.
