Description

The client is seeking a Chief Grants and Contracts Officer (CGCO) to serve as the senior authority and expert for contracts and grants management. In this role, the CGCO advises the organization’s leadership on contracts and grants compliance and the implementation of a grants management framework. The organization maintains an active portfolio of approximately 90 contracts and grants across multiple program departments, with total active funding exceeding $70 million, and is introducing a new framework that includes this position, department-level operations support, and a formalized pre-award review process.

The CGCO will own and drive the new contracts and grants management framework and lead its associated team. The role requires deep expertise in federal and state funding regulations, nonprofit contract compliance, and grants administration, with particular strength in allowable cost principles and reporting requirements. The ideal candidate brings extensive experience managing complex state and federal public funding portfolios and will function as the organization’s primary compliance resource for grants and contracts matters.

Key responsibilities include leading the pre-award review and go/no-go process for identified funding opportunities. This involves assessing contract terms, compliance requirements, administrative burden, cash flow implications, and organizational risk prior to submission, and serving as a required contributor to go/no-go decisions. The CGCO will collaborate with strategy and impact, program leadership, and finance to ensure proposals are structured for full cost recovery and compliance before submission, and will lead the administrative burden assessment across opportunities.
